WQLN NPR first signed on the air in 1973. On September 6th of that year, Erie Mayor Louis Tulio ordered Erie Housing Authority Director James Schmid to immediately fill the newly erected apartment building at Eleventh and French Streets. Schmid was not dragging his feet; he was awaiting approval from the United States Department of Housing and Urban Development.
